I've owned troughs just like the one in the picture. I think the plastic is thick enough that if the ends of the cage are through and secured, that the plastic will hold it in place. If there is a failure (strong wind, dog, etc.) it will be due to the cage pulling up and out from the wire straightening out, not from the plastic failing. I can't see how you get the cage wire through the plastic though after you fill with dirt. The plastic is too thick just to force the wire through. You'll need to drill holes, and there's no way to hit the holes through the dirt.
