The Asian jasmine would need to be scraped/dug out. If you don't get all the roots it will start to come back.
Are you wanting a bed with just the mondo grass or are you adding other plants as well?

What's safe to spray on grass around oak trees? I want to kill the grass and mulch around mine to cut down on the weed eating.

You can spray roundup, killzall, honcho or any other version of roundup you find around the tree to kill grass and/or weeds. You can spray 2-4-d around the tree to kill your jasmine or anything else the weed/grass killer don't kill just don't weedeat or mow around your tree before spraying. .. don't want to bust the bark on the tree or roots before spraying 2-4-d. Roundup and the generic brands are for narrow leaf grasses and weeds where the 2-4-d is for broad leaf weeds, brush and even trees if applied correctly. If yall are having an issue getting grass or other things to grow under the Oaks you probably need lots of lime to correct the soil ph (the best way is take a soil sample to be tested). A good grass for under trees is carpet grass, is a native grass that does well in sun or shade and looks very similar to Augastine grass.

Dam near all day. The front of my house is facing the west and the back is facing east. The tree is in the front so I have no sun in the fron until about 3 and thats for a hr or so. Bc the neighbors across the street has very tall pine trees so blocks out the sun in the afternoon mid to lake afternoon sun light.

If you would want to take out he jasmine you could build up the bed and plant some annual color. But yes it is hard to grow things under a large tree.

Here is a pic of a bed I did not too long ago at my Fancee's Grandparents.

I expanded the bed about 3 years ago and did little john bottle brushes around the base with clumps of Stella de aura dwarf day Lillies. It's at the base of a pecan tree but gets a good amount of sun. The bottle brushes didn't make it near the tree so we substituted some lantana this time, we will have good color and little worries.

With the shade you can do something along these lines with plays like impatiens or begonias. Just a thought...
