Default Dispatching Ducks/Geese with a 22LR?

I got into a argument with a guy at work the other day. I have never herd this before but he says it's legal to dispatch wounded birds with a 22LR. is this true?

I have no idea about the legality but why not just wring its neck? Also there is a danger of a 22 or any rifle round deflecting off of the water and becoming a hazard to others.

The guy with the 22 is an idiot, don't argue with him anymore because he'll bring you down to his level and beat ya with experience.
