Biologists...
It's probably the biologists again, they have been taking trout information at landings all over the south for research. They come and get your fish and measure them and weigh them and ask you a few questions.

the scale is to make sure you don't have your boat overloaded so better quit eating them twinkies and eat more fruit lol.
I could see a scale at venice or offshore anglers but billy bob fishing in the marsh isn't gonna have good odds of catching anything for the scale lol. |
