Welcome to owning a boat..... you will have electrical problem, so learn how to fix them.
Salt water is very hard on electrical stuff on a boat. Fuses will get burned, connections will not make contact and wires will break. The problems happen often as the boat get older.
The more you use the boat.... the better for the pumps. If I don't use my boat for a while [a week] I will turn on the 2 pumps to be sure they are working. Also on the way home from saltwater fishing, I stop at a freshwater launch and put the boat and trailer in the water [with the boat plug out] to run the outboard and pumps. This also washes the trailer.
If a water pump freezes up..... sometimes you can take it apart and free it up...... but you can bet that it will freeze up again shotly. Get a new pump or you will keep having problems.
A volt meter is a big help to trouble shoot electrical problem. If you are not getting power to the motor.... it won't work.
Look for corrosion at all connections......where the wires connect to the motor wires, at the fuse holder [breaker], battery. To check just the motor..... run 2 wires [+ and -] from the battery to the motor. Jumper cables will work.... just be careful not to touch the two ends together while the other ends are connected to the battery.
