To catch Flounder:

Live or market shrimp......tipped on the hook of any soft plastic or just on a small hook......fished on the bottom up near the bank or on the ship channel drop-off.

I have also caught lots of flounder using a small spinner bait casting it up next to the bank and slowly reeling it in. Hold on.....you also might hook into a big Red fish doing this.
