ISS moves through the sky at what appears to be 7 times faster than a commercial jet airliner. You can view it often. The viewing times are shortly after nighfall and just before sunrise, the reason is that you actually seeing the reflection of the sun off the space station. It takes 92 minutes for it to circumnaivgate the Earth orbitting at approx 17,239 mph. Here's some links if you want to get viewing times in your area.
