I do believe Louisiana may be the only state on the 10 code bandwagon! For the last 5 years every trip up to the NFA I spend the better part of 2 days getting reacquainted with plain text and NIMS typing....
Nothing like being IC and requesting a tanker due to lack of water supply and the west coast guys want to send you an airplane! Lol

We still use 10 codes for the most part at Rayne PD. The feds especially emergency management has been trying to get us (LA) to communicate like regular folk. It does make things clearer. Old habits die hard.
