I thought so too, lots of folks don't know how it's done. They think it's just a jacket sitting there in the water. The job of the jacket is to hold the pilons in place, the pilons job is to hold the weight of the deck. Unless you have a jaket with skirt piles. Then you the jacket holds the weight of the deck but typically the jacket is much heavier and more intriquit.
