It is basically inside the federal waters boundary. But that varies along the coast. Some places it is only 3 miles, others, such as around Marsh Island/Shell Keys it extends many miles off the coast. State waters try to encompass structure such as Shell Keys reefs etc, so the boundary changes with the features along the coast. Most maps will show these lines of demarcation.

Depends on if you are stopped by state guys or fed guys. It could possibly fall in the same category as red snapper on what's considered state waters. I personally don't keep them past 3 nautical.

I already usually have to explain the difference in a mangrove snapper and red snapper with the "PFD checkers" anyway.

If you have a GPS the fed excepted state line should be on it.

X2 on the GPS, but just remember it is up to the officer that decides to check you out on the water. I have always made it a point to stay within 3 miles as that has always been told to me as the gold rule.
