Cast netting at Hog Island?

Is it legal to throw a cast net for bait from the banks at hog island gully? From what I read in the brochure, its not, but it seems like I've seen people cast netting from the bank at Sabine before. Just trying to clarify for a friend.

They banned dockside castnetting about 4 yrs ago due to people trashing up the place. Have to go by boat now in Sabine

OK, that makes sense. My buddy said its been about 4 years since he's been. I thought I remembered something like that, but wasn't sure.
