most times that's just due to the air filter being dirty and when they get very old stuff can build up inside that foam you cant see.

before paying a repair guy to look at it, try cleaning the air filter or put a new one on it.

Or..... just take out the filter, and see how it runs. If it runs good..... get a new filter.
