That's just a background check, the gun is not registered though. It's a myth thrown out there to make it sting less if and when registration is mandatory (then follows a permit fee and tax).

The paperwork is for background check, the serial number has to be reported as sold by the dealer, but the gov has no record of "who" bought that serial number and is not allowed to...

If all the paperwork we filled out was in fact registration, how could you get away with selling your gun without reporting it to the Fed? How would we be allowed to buy used guns with no issue on classifieds or at gun shows?

Registration is a lie.
