I have a 35 Mud Buddy hyper sport that I have done a big upgrade on. SS crossover exhaust, mikuno carb, new intake. Moved the power up to around 42-43 hp. Huge difference. Now I am running at 5-6000' altitude so I have a fair bit of power drop compared to running down at sea level. That said a 28hp mud motor, depending on the boat, is not any too much power, and may be underpowered. I can't really talk apple to apples with a GTR but in Mud Buddy parlance my upgrades were stage 1 (exhaust) and stage 2 (engine internals). As I understand it, in general a stage 1 upgrade is all external bolt on replacement parts. Even a mechanical idiot like me could do it. Stage 2 is an internal engine thing and requires a bit of knowledge and the right tools (not many). I had a buddy help me with my Stage 2 as he used to rebuild motorcycle engines. Even with that experience it took us about 20 hours to do the Stage 2 but I would highly recommend it. Huge improvement in the ability to move a load.
