No one is disbuting your facts that the small ones are the producers. In fact, I've heard you say YOU think the lower limit should be raised to 14" just to protect these producers. I'm inclined to agree with that.
I also agree that the biggens aren't as good to eat. And who am I to kill a trout that's lived so long??? She won't die by my hands. Man whats happening here?!?!?! I agree with W on 2 of his points!!
