alot of times you can stick a piece of wire or something in the pisser and it will nock what ever is in there loose. if i am understanding what you are saying correctly

no, the tattal tail blows water out of the exhaust.

You should have a tattle tail on the engine chaps,above the exhaust ports. Unless the line coming off the block was capped off? If you have a air compressor blow all the water pick ups and ports with a air gun to break free of any debris. If that does not work it can be your water pump impeller or thermostats.
