Rockefeller Refuge is a state refuge. It is different than Lacassine and Sabine that are federal and its different than other state owned Wildlife Management Areas. Rockefeller is supported by an endowment from the Rockefeller trustees basically from oil and gas royalties (which is why they have a bunch of really good equipment).
