I knowed you was joking. That's why I said that.
In my opinion, everyone should be allowed to fish public waters, no matter how you want to fish. As long as it is with rod and reel only.
Either way, there will be waders fishing that may not be in the tournament. So, doesn't matter if you allow waders or not.
Some folks only Yak fish or bank fish. That's cool with me too.

Man I was bringing my cane pole and a 5 gallon bucket, this is getting complicated.

The license is WAY cheap for a cane pole too, from what I've been told.
