Your disking/plowing twice will kill the grass. The only area to use herbicide is the sunflower area. Using herbicide on brown top will not only stunt its growth but also kill your goat weed and what birdeye will come up with the millet.
I've called my friend who prepares the fields to give me the name and ratio of the herbicide he uses for the sunflowers.

Dual 21oz to an acre
Spartan 4 oz to an acre.
8lbs of prodovic sunflower seed per acre (broadcasted).

Brown top millet broadcasted 20lbs/acre.

Fertilizer 25-15-15 200lbs/acre
