Get the succession on your mom open and done now. This will divide up your moms half of the estate. Your dad can write a will on his half and cut out any of his kids that are over age. ,EXCEPT your sister w/ special needs.
Just went through almost 3 years of this w/ wifes family estate. call me if i can help
