I vote to get the 5 gal. cans with a top and don't worry about finding a buttload of 1 gal. jugs.
If you want 1 gal. jugs, go find a commercial laundry along the coast and they will gladly give you all the 1 gal. bleach jugs you want. Free.
The crabbers used to use them for crab trap floats when I was younger. They will degrade over time due to the sun, but you can get all you want.
