Raising outboard on transom

put your tongue jack all the way down, block your motor, or tie lift eye to an overhead beam, loosen and remove bolts, jack tongue up to level bolt hole you want and reinstall bolts

That is thinking out side the box.

AND.....if you are still 1/2 inch off......let some air out of the trailers tires.

Or.......you can buy a come-a-long from Harbor Freight for under $ 20 and use it to lift your motor.
