One more fuel additive that I use is Sea Foam, try about twice the amount they recommend. It may cure your problem, but I would also change my fuel line and bulb as others have recommended.

Any marine mechanic that I have ever talked to claims that 87 is what (most) outboards are set up for and that is what should be run. A higher octane gas has more additives and a higher flashpoint that actually make 93 octane burn hotter......Not always a good thing in an outboard. i.e. detonation. Mercury makes an outboard for the US NAVY the JP200 that runs on jet fuel or gas because they do not prefer gasoline on aircraft or aircraft carriers. Interestingly 87 octane gas is more volatile than jet fuel. That 200hp outboard only makes 185hp on jet fuel and 87 octane lets it make the full 200 HP. You cannot go wrong with 87 octane and a dose of sea foam every other tank. But your current issues are most likely air leak. I have a 2004 Merc 115 that after I stopped and fished for a while she didn't want to crank back up without a fight. My primer bulb was always slack. I checked every hose fitting for looseness and found a fitting on water separator a bit loose. No problems since.
