Conductivity is a measurement of the "electricity" transfered through the water. The amount of "Mud" or dirt particle does effect this reading but the salt content is another major factor in this reading.

Correct salt water is way more conductive than fresh water. Mud content has little to do with conductivity in any water (fresh or salt)
