Yeah, the curling waves of a beach might sink the little boat. But a flying kite with a grasp hook.........hmmmmmm.

You need to train a dog for this, not a rock dog or ribbon dog but a crab dog or mullet dog. Instead of retrieving, train him to take the bait out and drop it using hand signals. Profit

heck he could always just go real simple and bring a kayak and paddle out to drop the bait then return to shore and wait for a bite

or stay on the yak and go for a ride when one bites like this guy:
