my sister lives in Alabama, they don't do brake tags but they do register them and plate them at time of purchase

I had something like this and when I called DMV I was told to be listed as home made trailer you need to show purchase receipts for the materials used and have someone sign a notorized afadavid they know you built it when the state troopers come to inspect it and if everything is not in order they take it with them when they leave to investigate it as possibly stolen. I ended up buying a rotted out junk trailer for $50 to get the papers, in fact I left it in his yard and told him to sell it for scrap metal.
any way you do this it will be a hassle so buy an old rusty junk trailer and stamp those numbers onto your trailer. its not the "legal" way to do it but its the only simple and fast way to do it and not spend 6-8 months dealing with buricrats
another solution is to go talk to a trailer maker and explain the whole situation and see what it will cost to have him certify it for you so it can be licensed, most wont do it but some will.
