What kind of rims do you have? I would start with a product like goof off on a rag and then move up to a "hotter" product if it doesn't work. Non acetone nail polish remover, brake cleaner, then maybe lacquer thinner or acetone or mek or xylene. Check on a small spot first as the hotter ones may take off the existing finish too.
