Because the envelope, the person working to mail it to you, and the location he works isn't free. Convenience comes at a price, and Wal-Mart and Academy aren't going to pay for the convenience of not having to stock stamps.

Why don't they just do away with the stamp and just charge us and itemize it on our license. It would save them money. What's the importance of having a physical postage stamp? It's weird when you think about it.
