I don't have much doubt that since the fall of Adam, people are born with strong dispositions to sin that they are unable to resist. For some it may be alcoholism, for some adultery, for some stealing or other lawlessness. But in the US, most people have had a chance to hear that Jesus died for their sins and that through faith in Jesus Christ, one can be set free from bondage to all of the above sins and more, whether that bondage to sin is by birth or through later choices.

So in any given case, it might be hard to say whether a person was born with an irrestible urge to a given sin or whether it came about by choice. But most people in the US who remain in such strong bondage to sin as homosexuality have refused the grace and gift of repentance that is available to them through faith in Jesus Christ.
