I heard it's a 40 HP max in Lacassine.

This might sound dumb, but .......

Is there someone on duty, or something, that stops people from going there with a 50HP, 60HP, 70HP or whatever ??

Actually you missed my point. I've never been to Lacassine. I was simply wondering how do they enforce the 40 HP max rule.
