Default Advice needed - Ship Channel Pier & Right of way

I am interested in a lot on the ship channel and have a few questions I hope somebody can answer.

1. Is there a an agency who governs the ship channel as far as building docks. I know you have to get a permit from the corps of engineers. Are they any other permits? Guidelines?

2. How hard is the permit process? It must not be too difficult by the number of docks I see being built.

3. Is there a set aside or right away that you have to put your camp a certain distance from the bank for dredging or work?

Just trying to do all our homework before we make a move. Any other info you can give me will be a big help.

What type and how big is your project? As for other permits / groups that have jurisdiction it may depend on where specifically you are.
