Let them land and let him pop his limit. When I was that age I had a crack barrel 410 and my dad taught me gun safety really young. I knew to only put the gun up and shoot if I was told. If they didn't land he woukd shoot one or two, if they hit the pond it was all me
To answer your question, no minimum age. As the other guys said, it better be believable
