Take a #1 Kahle hook. No weight and nose hook a gulp. Throw it right on top of where he swirled and twitch lightly and hold on. Typically they won't chase bait. They ambush and the bait schools over them and then they explode up and grab some and go right back down in same spot. Just drop it on his head and shake rod tip. I have ran into exactly this situation in the marsh by Black Lake and crushed em.

This works. Or use a cork and a pogy or shrimp and set it where it just drifts over the bottom.
