i ran into tha situation last sunday where there was a drain and the tide was just starting to fall pogy was all over the area and all of a sudden a bunch of flounders started to attack them so i tried a jig head and pogy and just let it swim around like it was injuried and it sure was awesome to see the action them flounders did which attacked the pogy while it was swimming close to the top and let them take it down for a min or so to get a better hook up and bam u got one on ur line. hope this helps.

I have to agree also, you catch flounder in the right mood and they'll jump pretty far off bottom. A couple of years ago I caught 15 or so over the course 20-30 minutes on a rattle trap, then they just shut down. Haven't caught one on a rattle trap since. Never caught one on top, but I'll bet I would've if I had thrown a spook that morning.

When they are biting that shallow I use a bettle spin either gold or silver. Use one with a good size blade for a slow retrieve. Put a gulp swimming mullet and just slow retrieve right under the surface.
