The merc is 59 cuibic inches and the tohatsu is 42.4. Only reason tohatsu dominated Formula 50 was the 45 cubic inch restriction, as in all professional boat racing. My Formula 50's best run was 82.7 mph, a stock 50hp tohatsu. The comparable motor to the 59 cubic inch merc would be the SST60, OMC motor, their kilo record was about 95 mph. 12.5 mph is lightyears difference between boats already tweaked to run.
